| Job Description | The Deputy Director, Human Resource Management and Development shall report to the Director, Corporate Services, and shall provide division-level coordination, supervision, and review of the Human Resource Management and Development function across the Authority. (a) Job Specifications An officer at this grade will: (i) Coordinating the development, implementation, and review of human resource management policies, strategies, plans, procedures, and guidelines, and ensuring compliance with statutes, regulations, and applicable laws in the implementation of all human resource policies and programmes; (ii) Coordinating human resource planning and organisational review, including the management of staff recruitment, selection, placement, and induction, and overseeing effective employee separation from the Authority in alignment with the Authority’s strategic objectives and statutory requirements; (iii) Coordinating learning and development across the Authority, including the development and evaluation of staff succession plans, career progression frameworks, and talent management programmes, and supervising coaching and mentoring of staff to build institutional capacity; (iv) Reviewing compensation and benefits administration, the development and evaluation of staff benefits schemes and rewards systems, and overseeing the implementation and coordination of staff performance evaluations using the balanced scorecard, including the framework for recognising performance and productivity; (v) Managing employee relations including grievance and disciplinary matters, and supervising the implementation of employee health and wellness schemes and welfare programmes, including compliance with Occupational Safety and Health Administration requirements (WIBA, GPA, and GLA insurances) and mental health support; (vi) Coordinating the management of the Human Resource Management Information System (HRMIS) to maintain up-to-date employee information, and supervising periodic assessments of the effectiveness of HRM tools for staff attraction, motivation, retention, and job satisfaction; (vii) Reviewing the integration of human capital development initiatives — including training needs assessments and succession planning — into the Authority’s operations; (viii) Coordinating the development and review of remuneration strategies and appropriate terms and conditions of employment, in compliance with State Corporations Advisory Committee (SCAC) and Salaries and Remuneration Commission (SRC) guidelines; |
| Job Specification | Person Specifications For appointment to this grade, a candidate must have: (i) Cumulative service of twelve (12) years of relevant work experience, three (3) of which must have been served at the grade of Assistant Director, Human Resource Management and Development or in a comparable and relevant position; (ii) A Bachelor’s degree in any of the following fields: Human Resource Management, Human Resource Development, Public Administration, Industrial Relations, Business Administration, Social Sciences, or any other relevant field, from a recognised institution; (iii) A Master’s degree in any of the following fields: Human Resource Management, Human Resource Development, Public Administration, Industrial Relations, Business Administration, Organisational Development, Strategic Management, or any other relevant field, from a recognised institution; (iv) Professional certification in any of the following: Certified Human Resource Professional (CHRP-K), Higher Diploma in Human Resource Management, Senior Professional in Human Resources (SPHR), or any equivalent certification; (v) Membership in good standing of the Institute of Human Resource Management (IHRM); (vi) A valid practising certificate from the Institute of Human Resource Management (IHRM); (vii) A certificate in a Leadership Course lasting not less than four (4) weeks from a recognised institution; (viii) Proficiency in computer application skills; and (ix) Demonstrated managerial, administrative and professional competencies as reflected in work performance and results. |
